Turkmenistan represented at the 42nd Meeting of the Permanent Council of Ministers of Culture of the TURKSOY Member States

A Turkmen delegation, led by Minister of Culture of Turkmenistan Atageldy Shamyradov, participated in the 42nd Meeting of the Permanent Council of Ministers of Culture of the International Organization of Turkic Culture (TURKSOY), held on November 28, 2025, in Aktau, the 2025 Cultural Capital of the Turkic World. The meeting was held in a constructive, businesslike format, facilitating productive discussions of current issues of cooperation between the countries of the Turkic community in the cultural and humanitarian spheres.

Following the meeting, the Permanent Council approved the Activity Report and Financial Report of the TURKSOY General Secretariat for the past period and took note of information from the Republic of Kazakhstan on the implementation of events held throughout the year as part of the Cultural Capital program.

The Council heard a report from the Ministry of Culture of the Republic of Uzbekistan on the proclamation of Andijan as the Cultural Capital of the Turkic World in 2026 and presented a program of upcoming events.

Furthermore, the Permanent Council instructed the TURKSOY General Secretariat to prepare a draft document on the development and strengthening of the Organization in pursuance of the decision taken at the 12th Summit of the Organization of Turkic States and submit it to the competent authorities of the member states for review. Final approval of the document is scheduled for the next Council meeting.

The Permanent Council supported the TURKSOY Strategic Document for 2026–2028 and approved the Program of Activities for 2026, based on proposals from member states and the Organization's traditional events. In accordance with the decisions adopted, the powers of the TURKSOY Interim Coordinator for the 43rd period have been transferred to the Ministry of Culture of the Republic of Uzbekistan, and the 43rd Council meeting is scheduled to be held in Andijan in 2026.

The closing ceremony of the "Aktau – Cultural Capital of the Turkic World 2025" year included a cultural program showcasing the rich heritage of the Turkic world. During the event, the baton for the 2026 title of Cultural Capital of the Turkic World was passed to Andijan.

Turkmenistan's participation in the Permanent Council meeting and accompanying events in Aktau reaffirmed the country's commitment to deepening cooperation within TURKSOY, strengthening humanitarian ties, and further developing cultural interaction with the countries of the Turkic world.
